"China's existing environmental products and engineering talents urgently need to pioneer new shopping malls, and the internationalization of environmental protection industry will become an inevitable choice." Luo Jianhua said that if China's environmental protection companies want to end the leapfrog opening, they must participate in global economic competition and implement the strategy of internationalization opening. In the absence of a thorough international division of labor at that time, they should promote environmental technology and products to international channels and seize the international ring by using the advantages of technology, processing and capital. Perfecting the Preferential Policy of Going Out
But together with Luo Jianhua, there are still many problems in the internationalization of domestic environmental protection companies. "First of all, foreign political, economic and legal systems, environmental protection professional standards and effective policies need different, project implementation process is facing greater risks." Luo Jianhua said that overseas countries prefer to use project financing to open environmental protection projects. Besides BOT, PPP and other modes which integrate investment, financing and operation effectiveness are more widely accepted and selected. PFI and domestic companies mostly take part in the construction of environmental protection projects by contracting DB, DBO, EPC, etc. Extending to the front end of investment and financing also requires substantial progress in financial capital strength and project summary processing ability.
In addition, at that time, China's financial, fiscal and taxation support was relatively weak. Environmental companies in the United States, Japan, Canada and Europe dominate the international environmental shopping malls. These countries give companies direct or direct preferential policies such as tax credits, investment and financing guarantees, subsidies or subsidies in the early stage of expanding international markets, in order to reduce the risk of early-stage investment, but China has implemented relatively few preferential policies.
The Proposal on Encouraging Environmental Protection Companies to Go Out through Various Ways drafted by the Chamber of Environmental Commerce proposes to support the creation of environmental public equipment through the establishment of Power-Environment strategic alliances with oil-producing countries in the Middle East, Africa and South America, and the implementation of green assistance loans or grants and engineering assistance.
"When arranging external assistance, priority should be given to energy saving and environmental protection projects. The key is to promote the creation of environmental infrastructure equipment, which is led by large domestic environmental protection companies, and to supply corresponding technical effectiveness and supporting domestic products and equipment." Luo Jianhua said that in addition, special financial funds or funds could be established to support the internationalization of environmental protection. The overseas environmental protection projects are subsidized in a certain proportion by means of loan discount, award instead of subsidy, establishment of overseas environmental protection investment fund, merger and acquisition fund, loss reserve and other methods. Establish overseas environmental protection projects to invest subsidized funds in advance, and to subsidize the pioneering expenses of advance shopping malls in a certain proportion.
The Chamber of Environmental Commerce suggests that we should contact the reform of national investment and financing system, establish overseas investment guarantee mechanism for environmental protection, strengthen the support of promised guarantee arrangements for energy-saving and environmental protection companies with better qualifications, and explore various pawnbroking methods suitable for environmental protection companies, such as internal guarantee and external loan, overseas asset pawnbroking, overseas consumption credit, etc.
In terms of overseas capital operation, the Chamber of Environmental Commerce suggests that the threshold for domestic environmental protection companies to list abroad should be lowered appropriately, the reading process for overseas listing of environmental protection companies should be simplified and standardized, and the supervision of listed companies abroad should be strengthened. Encouraging environmental protection companies to join forces with companies with different types of capital and different business scopes, to go to sea in groups, to invest overseas, to cooperate, merge and acquire, to participate in domestic and foreign environmental protection R&D and equipment manufacturing enterprises, to link strategic resources and promote industrial advancement, especially in technological development, to strengthen the company. Inter-competitiveness.
"We should also improve the scope of application of offshore tax credits for environmental protection companies and avoid two-tier tax payment." Luo Jianhua believes that the government should establish tax credits and local preferential tax policies to ensure that domestic environmental protection companies enjoy local preferential tax policies in the host country when they sign a contract with the countries that encourage them to invest. Referring to the preferential standards of domestic high-tech companies and the policy of R&D fees plus and minus, we formulate preferential tax policies for environmental protection companies to internationalize and open up, so as to reduce the quota tax rate of offshore earnings credits.
